Earned Value Management (EVM): 

IMSolutions, LLC is very familiar with all aspects of the Earned Value Management (EVM) process.  Our key personnel have been involved in all aspects of the EVM process from requirements definition, to the review of contractor management systems, to the review of contractor performance reports.

Requirements Definition: IMSolutions, LLC ensures clients have the proper contractual clauses and CDRL requirements implemented when EVM requirements are required or desired.  They are familiar with identifying the program requirement and assisting with the development of the proper contractual SOW and CDRL requirements.  We specialize in the customization of contractual requirements to meet the specific needs of the program. We also specialize in developing contractual clauses to ensure clients get valid performance information when the size of the program precludes the implementation of the MIL-STD requirements. 

Management Systems Reviews:  IMSolutions, LLC is also experienced in the verification of contractor EVM systems.  Our key analyst have planned, led or participated in Cost/Schedule Control System Criteria (C/SCSC) validation and baseline reviews at various electronic, aircraft and shipbuilding contractor plants.  We have also participated in the implementation of the EVM type system in government agencies.

Contractor Performance Reports: IMSolutions, LLC is an expert in the analysis of contractor performance assessment (Cost Performance Report (CPR) and Cost/Schedule Status Report (C/SSR)) and financial (CFSR and CCDR) reports.  We provide the initial “quick look” analysis of contractor performance assessment and financial reports.  Identify techniques and tools that will enable them to determine the validity of current contract assessments of its cost and schedule performance on the program.  Organize and participate in periodic reviews that will provide clear and concise insight into each CAM’s performance in the areas of program control, risk, schedule, cost and technical performance.  Conduct, as required, on-site surveillance of contractor data.  Develop and maintain integrated EVM analysis.


Cost Estimating Support: IMSolutions, LLC has performed various types of cost estimates for federal and commercial agencies.  We are experienced in conducting a range of estimates including Independent Cost Estimates (ICE), Cost Benefit Analysis (CBA), Design-to-Cost, Would and Should Cost Analysis, and Manpower Loading.  Our key analysts have estimated the cost for a wide variety of systems from ships, to aircraft, to missiles and various types of software.



Budget and Finance: IMSolutions, LLC is experienced in providing support throughout the full cycle of the budget and finance process.  We assist with the establishment of the budget process, initiation and execution of the budget call and reconciliation of program requirements to program budgets.  We support the preparation of the Program Objective Memorandum (POM) and draft of program office response to staff and congressional inquiries.  We’re familiar with the funding rules pertaining to Procurement and R&D funding and assist with the development of obligation and expenditure plans.  We help with the preparation and monitoring of funding documentation (MIPRs, WPN, etc.), and monitoring and reconciliation of program expenditures. We are skilled in using the Financial Management Information System (FMIS) and STARS report to execute program responsibilities.


Business Process Re-Engineering (BPR):  IMSolutions, LLC uses proven BPR techniques to identify whether an organization is operating in the most effective manner to execute organizational objectives; and, if not, identify the changes that need to be accomplished.  IMSolutions, LLC uses a proven two-phased approach when conducting BPR activity. 
a. Phase I:  During Phase I, we benchmark the current, processes and tools currently being used by the organization to operate and execute current activities and compare them to industry standards.  We then conduct a “gap” analysis to determine how the client’s current operations compare to comparable internal and external industry standards.  The primary bi-product of this phase will be a report that provides the client a clear, concise, independent written assessment of the differences between agency and industry capabilities, identifies risk areas and recommended “quick fix” and long-term corrective actions.
b. Phase II:  During Phase II of the BPR process, our efforts will focus on the process redesign and the development.  Based on the results of Phase I, we will design the “To Be” organization, which will reflect how the organization should be restructured to meet projected operational needs.  The IMSolutions team will use the Balance Business Scorecard and Process mapping techniques successfully used on other BPR projects to develop the initial “To Be” organization.  The final product will be a report, which contains a recommended “To Be” organization and a recommended implementation plan.


Risk Assessment and Mitigation:  IMSolutions, LLC helps its clients establish a standardized total life-cycle risk assessment program.  We assist program offices with the identification and classification of risk areas.  We provide standardized methodologies and tools for tracking contractor performance against identified risk areas.  Define and publish the criteria for an acceptable risk mitigation plan.  Standardize the processes, tools and reports the client uses to report risk status on a periodic basis.


Program Management:  IMSolutions, LLC provides the technical expertise and tools that allow the client to develop an integrated program management team to provide program control/contract management, earned value management/risk management, the establishment and management of a program war room, and the implementation of an automated, knowledge management tool, which will allow the client to monitor and execute program management activity from anywhere (virtual office).


Contract Administration:IMSolutions, LLC is knowledgeable of Federal Acquisition Regulations governing solicitation, administration and award of federal government contracts.  We are experienced in awarding all contract types: cost, indefinite delivery indefinite quantity, time and material, firm fixed price.  As an 8(a) company we are permitted by the SBA to receive Direct Source contract awards. We have the expertise to guide our clients through the Source Selection process and assist with the pre-negotiation and negotiation documentation of contract award.  Our expertise is familiar with inter-agency acquisitions use of Federal Supply Schedule, and other Government-Wide Acquisition Contracts for IT services such as Treasury Information Processing Support Service (TIPSS) and Agency Wide Shared Support (AWSS). 


Logistics Support: IMSolutions, LLC (IMS) provides the technical expertise to ensure the acquisition, and logistics support clients require is delivered within the proper guidelines, procedures and policies with legal execution of the clients programs. IMS personnel have the certification, knowledge and experience in acquisition management, systems life cycle support and logistics management.  Our IMS, LLC team have a certified working knowledge of DoD acquisition policies and procedures.  Our team assist the clients with the development of acquisition documentation such as:  Initial Capabilities Document (ICD), Acquisition Strategy/Acquisition Plans, Integrated Program Schedules, Cost Benefit Analysis, Supportability Plans, Reliability Centered Maintenance (RCM II) or other documentation that ensure program direction is clearly defined, documented, authorized, and executed in accordance with DOD 5000 and MARCORSYSCOM directives and policies.  The IMS, LLC team additionally provides an engineering support team that provides acquisition systems engineering and testing expertise for ICD, supporting Mission Needs for Programs of Record and new acquisitions. IMS additionally supports the clients programs with new technology management insight expertise to identify advanced industry technologies that benefit the clients’ new acquisition and existing programs.  Our team provides the clients with the expertise required to support the development, revision, or adjudication of: Life Cycle Supportability Analyses, Integrated Logistics Support Plans, Solicitation Documentation, facilitation of RCM II Analyses, Total Force Structure Management System (TFSMS) Support, and Support Concept Documentation.  Our team assists with the procurement and management processes of support equipment, test equipment, technical orders, spares, and training.  Finally, we will support the development of technical manuals, manpower analyses, supply support, Integrated Product Team (IPT) meetings and acquisition/training documentation development.
